Final FY2004-2005 Budget Adopted
6/3/2004 - The Board of Commissioners for Alamance County adopted a budget ordinance for FY2004-2005 last night.  The adopted budget includes a reduction in the property tax rate from 52 cents to 51 cents per hundred dollars of assessed valuation.  To achieve this reduction, two changes were made on the expenditure side, mainly affecting the General Fund only.

The first change was to change the performance pay system for the County.  The original proposal called for performance pay increases to be granted from 1% - 5% based on employee performance.  The adopted budget has reduced this to 0% - 4% based on performance.  Management is predicting this will reduce the average performance pay increase from 3.9% to only 3.0%.

The second change is a 1% reduction in the budgets of most operating departments.  There were a few departments not included in this reduction based on the fact that they are fixed costs or represent grant funds.

Overall, the cuts to the General Fund were slightly more than $1.1M.
Fund Balance Information
6/2/2004 - In recent days, there has been a great deal of discussion regarding the status of the County's fund balance. Questions about the appropriate size of the fund balance, how it is created, and others, have come through my office.  In hopes of helping to clear up some of the confusion, I've prepared a document that hopefully answers some of these questions.  I've also provided some information regarding our current and projected fund balance amounts.  You may want to review this material, although I am certainly glad to entertain any questions you may have regarding fund balance.
