What are property taxes?
In North Carolina, property taxes include taxes on real property, motor vehicles, and personal property.

The two primary characteristics of the property tax are:

1. In rem, “on the thing”;
2. Ad Valorem, “according to value”.

These two characteristics can be summarized as “a tax on the property itself, measured by the actual value of the property.”
