The Clerk to the Board is appointed by and serves at the pleasure of the Board of Commissioners pursuant to N.C.G.S. 153A-111. The Clerk to the Board provides administrative and information services to the Board of Commissioners, the County Manager, county departments, advisory boards/committees, and the citizens of Alamance County. The Clerk to the Board is officially responsible for the county seal and the retention and preservation of official records including: minutes, ordinances, commissioner appointments to county-appointed boards and committees. The clerk is responsible for publishing legal advertisements and this requires knowledge of NC General Statutes to ensure the validity of actions taken by the Board of Commissioners.
The legal powers of the county are exercised by the Alamance County Board of Commissioners during their regularly scheduled meetings, the official record of those actions are the meeting minutes. Therefore, the clerk is required to attend all Board of Commissioners’ meetings and ensure accurate recording of the proceedings. Meeting preparation is one of the most important services that the clerk provides to the board including: distribution of agenda packets for Board of Commissioners, recording any actions taken by the board; and the safekeeping and preservation of meeting minutes, agreements, contracts and other related official documents. The clerk also facilitates communication between Commissioners, staff and the public, including providing information on upcoming meetings and agendas. The Clerk to the Board also provides research services on Commissioners’ past meeting minutes and prior actions.
