Recovery is the process that takes place following a disaster. Emergency Management can help facilitate the recovery process by connecting individuals and agencies with resources that can assist them return to their “new normal”.

The first step is the damage assessment, which attempts to quantify the impact a disaster has on a community in financial terms. Preliminary damage assessments are used to quickly estimate impacts and determine potential eligibility for state and federal assistance programs. Detailed damage assessments are conducted later on to accurately document damages and determine final eligibility. Each program has its own criteria.

The specific resources available following a disaster will vary depending on the severity, scope and nature of the incident. Voluntary agencies and non-profits may provide assistance following smaller disasters, where federal and state resources become available after major disasters that receive Gubernatorial or Presidential declarations.
